AFTERTHOUGHT: I certainly hope that this memo was sent through the proper declassification gauntlet. Otherwise, the "leaker" should be brought up on charges. Just because I like what I see doesn't mean that I think that the rules apply only to those that don't agree with my point of view.

UPDATE: The DOD disagrees with the conclusions, but not the premises. And, as I feared, it may be an unauthorized "leak."
