The only way to get mandatory universal coverage is conversion to a single-payer system, which Congress also doesn’t have the power to do without amending the Constitution.
UPDATE: In case some aren't familiar with the slogan "keep your laws off my body," it's a rallying cry for pro-abortionists--like the president, for example--who claim that a woman has a right to do what she likes with her own body even if someone else lives inside of it.
